Harvey has made interventions into public spaces in her New York Beautification Project (1999-2001) and recently questioned the viewer's relationship with the aesthetic at Turner Contemporary in Margate (Arcadia, 2011).

Harvey was born in the UK in 1967 and currently lives in Brooklyn, New York. She is a graduate of Harvard College, Yale Law School. She has also followed the Whitney Independent Study Programme and the P.S.1 National Studio Programme. She has exhibited widely both in the US and internationally. Harvey recently had shows in Prague, Seattle and Kwangju.
